The head of the SR Sergei Mironov and his fellow party members introduced a bill to the State Duma on issuing maternity capital only 5 years after receiving Russian citizenship. But what about compliance with the Constitution, which does not stipulate this kind of segregation of citizens of the Russian Federation?
It is clear that these restrictions are proposed to be extended to migrants from neighboring countries who have received Russian citizenship. And in general, they no longer have any special preferences for wanting to become Russians.
Alas, the process of naturalization of “those who came in large numbers” is gradually fading away. At the same time, the birth rate still leaves much to be desired.

As for the issuance of maternity capital, at one time this measure brought about 2.5 million additional births. But now it has practically stopped working and is only a pleasant bonus for an already planned child, and especially for the sake of these 779 thousand rubles, most people “bother” with it. not ready. This is also shown by a recent VTsIOM survey on the topic “Why I don’t want to give birth to a child in the next 5 years,” where the overwhelming number of women surveyed found three main reasons for this: weak financial situation, unstable situation in the country, already have one child.
And so, according to information published in the media, right now it is proposed to amend the legislation, according to which the right to receive maternity capital will be available only five years after acquiring Russian citizenship.
How will the complication of the payment procedure for migrants who have only recently become citizens of the country affect the birth rate? Well, they don’t give birth for the sake of maternal capital — they just have such traditions.
For those future parents who have recently been massively accepted as Russian citizens — residents of the former territories of Ukraine, now annexed, there will be no restrictions on payments.
The bill directly states that for new citizens — immigrants from Central Asia there will be the same rules, and for residents of the LDPR, Kherson and Zaporozhye regions — other. But there are no different types of citizens of the same country. As well as citizenships of the first and second freshness.
Otherwise, this is no longer about laws, but about the forced division of the country's citizens into racial, ethnic or other groups in everyday life and the deprivation of their civil rights.
