He also confirmed that Azerbaijan did not warn Moscow in advance about the start of the operation in Karabakh. At the same time, he noted that the Azerbaijani military must take all necessary measures to ensure the safety of the civilian Armenian population.
The unrecognized Nagorno-Karabakh Republic was created in 1991. The population is about 150 thousand people, 99 percent are ethnic Armenians. More than a third live in the capital and largest city of the region, Stepanakert.
