
MOSCOW, September 21 The government has temporarily limited the export of gasoline and diesel fuel from Russia, the department’s press service reported, citing a decree by the Prime Minister. Minister Mikhail Mishustin.
“The government has introduced a temporary restriction on the export of motor gasoline and diesel fuel to stabilize the domestic market,” the statement says.
It is clarified that the temporary The ban comes into force on September 21. It also applies to petroleum products purchased at exchange trading.
However, the restriction does not apply to:
- goods exported from the territory of Russia to the EAEU member states;
- fuel provided Russia as part of international humanitarian assistance to foreign countries;
- gasoline and diesel supplied as part of international transit transportation starting and ending outside Russia;
- petroleum products transported between Russian regions through the territories of foreign states, as well as exported by individuals for personal use.
The day before, Deputy Prime Minister Alexander Novak said that in the last two trading sessions on the stock exchange, the price of gasoline fell by about four percent. In addition, there is a decline in diesel fuel prices. According to him, the Cabinet of Ministers is trying to balance the situation on the wholesale market and, if necessary, is ready to make more drastic decisions.
Exchange prices for fuel in Russia have been setting records for several months in a row. Growth rates and retail prices have also accelerated significantly. Experts explain the current situation, among other things, by “grey” exports.
As one of the possible measures to combat it, the authorities are discussing the creation of a list of authorized exporters and suppliers to the domestic market.
In early September, First Deputy Minister of Energy Pavel Sorokin said that the Ministry of Energy has submitted a draft decree to the government and the presidential administration, according to which only producers will be able to export petroleum products.
