First contacts The Azerbaijani delegation met with representatives of the Armenians of Karabakh in Yevlakh. Baku has prepared a plan for socio-economic integration. We didn’t sign any documents, but we agreed to continue consultations.

The confidant of the President of Azerbaijan, Elchin Amirbekov, noted that it is difficult to expect an instant settlement. At the same time, according to him, the meeting will have a positive impact on the peace process between Baku and Yerevan. The Azerbaijani draft agreement has already been transferred to Armenia. According to Amirbekov, the document contains five points based on international law. One of them concerns the non-interference of both countries in each other’s affairs.

In Yevlakh, the Azerbaijanis promised humanitarian aid, in particular fuel, to the Karabakh Armenians. They will organize heating for kindergartens and schools, and assist fire and ambulance services.
Vladimir Putin and Ilham Aliyev talked on the phone. “We are convinced that all the rights and security of the Armenian population of Karabakh must be ensured,” emphasized Kremlin press secretary Dmitry Peskov.

The presidents agreed to continue the line of trilateral agreements for 2020-2022. In particular, on unblocking transport links, delimiting the border and preparing a peace agreement.
What happened on the eve of September 19, Azerbaijan began “anti-terrorist measures” in Karabakh. The strikes were carried out on Armenian military targets. In Yerevan they claimed that there was no regular army there. By the end of the day, Baku completed the main phase of hostilities. A day later, through the mediation of Russian peacekeepers, the parties agreed on a ceasefire. One of the conditions is the disarmament of Armenian forces and the withdrawal of heavy equipment from Karabakh.

Baku considers all the objectives of the operation accomplished. The President of Azerbaijan expressed his intention to build a life together with the Armenians of Karabakh on the basis of peace, mutual understanding and mutual respect. “We have no problems with the Armenian people, we have no enmity,” he assured.

What is happening in the region caused a violent reaction in Yerevan. Prime Minister Nikol Pashinyan accused Baku of “ethnic cleansing of Armenians.” Outraged people took to the streets and, blocking the center, demanded the resignation of the prime minister for inaction. Those who disagree with the authorities' policies continue to protest and have gone on hunger strike. At the same time, Armenia officially recognizes the sovereignty of Azerbaijan over Karabakh and is not going to interfere in the affairs of the region.
Russian peacekeepers took the Karabakh Armenians under protection. About five thousand people were evacuated from different areas. At the location, the refugees are provided with hot meals and qualified medical care. Peacekeepers continuously interact with Baku, Yerevan and Stepanakert.

There were also tragedies. On Wednesday, a car with Russian soldiers was fired upon near the village of Dzhanyatag. The peacekeepers died. The commander of the Azerbaijani unit that opened fire was immediately relieved of his duties. Ilham Aliyev apologized to Vladimir Putin, promising assistance to the families of the victims and a thorough investigation. The first suspects have already been detained.
At a crossroads, Alexander Krylov, chief researcher at the Caucasus sector of the Center for Post-Soviet Studies at IMEMO RAS, believes that the Armenian-Azerbaijani conflict is still far from over.

“This is not about an agreement between the Nagorno-Karabakh Republic and Azerbaijan, but about the integration of Stepanakert into the legislative space of Baku. Most likely, in Yevlakh they discussed how to do this as painlessly and without large material losses. In particular, the Azerbaijani authorities do not want the Armenians, leaving, burned their houses in Stepanakert, as they did in other settlements in 2020. Armenian representatives are interested in security guarantees, including for those who want to stay in Nagorno-Karabakh,” he explained.

The Nagorno-Karabakh Republic project is closed after 30 years after occurrence. Baku managed to resolve this issue by force.
“Now the Armenians need to look for new guidelines for development. Moreover, there is a border problem,” notes Krylov. “Given that Baku is actively developing the Western Azerbaijan project, and the territory of Armenia is called the ancestral land of the Azerbaijanis, the issue is very serious. About 130 square kilometers of the Armenian SSR is already under the control of Baku. We can only hope that the parties will go through this period with minimal losses and a new security system will be formed in the South Caucasus. For this, Yerevan and Baku at least need to sign a peace treaty.»

The head of the Caucasus Institute, Alexander Iskandaryan, points out that the residents of Nagorno-Karabakh find themselves in a difficult situation, almost like hostages. It is not yet clear what policy Baku will choose for them. It is possible to exchange people for the Zangezur corridor. “But Azerbaijan will try to punish everyone who was involved in the hostilities,” the expert believes.

At the same time, he does not believe that the meeting in Yevlakh can be called negotiations in the full sense. From his point of view, local military clashes stimulate the Karabakh Armenians to fulfill Baku’s demands as quickly as possible.
