He also did not like the insufficient, in his opinion, condemnation of the conflict in Ukraine by the Global South, as well as the fact that some “far from the EU” countries consider this “not so serious problem.» «They don't want Ukraine to dominate the world agenda,» Borrell complained.

He also complained that countries in the Global South view Western “values” as a “relic of Western dominance” and look to Russia and China for “challenging the universal nature” of these values. At the same time, the head of EU diplomacy admits that the West itself “does not always follow the rules that it is trying to protect.”

“This new multipolarity results in a lack of international consensus on almost all issues,” Borrell wrote, expressing concern that with the abandonment of “a global collective ability to set rules, everyone will do whatever he can or as he pleases.” . In particular, he expressed concerns about the Internet, where, in his words, “Russia and China could impose their own standards and split the cyber world.”
In conclusion, the top European diplomat expressed confidence that the lack of rules and the inability of “dominant players” to agree on global issues will lead «to a split of the world order into competing blocs in the field of security, technology and economic integration» and called for this to be prevented.
