
MOSCOW, September 26 Roskomnadzor identified 12 foreign hosting providers subject to “landing” that did not comply with the requirements of Russian legislation in this area — the regulator obliged Internet search engines to mark them as violators of the law, according to the RKN website.
“Roskomnadzor decided to apply coercive measures against 12 foreign hosting providers in the form of informing Internet users by search engines about the companies’ violation of the requirements of Russian legislation,” the statement says.
Such measures have been taken against Amazon Web Services, Hetzner Online GmbH, Network Solutions, WPEngine, HostGator.com, Ionos, DreamHost, FastComet, GoDaddy.com, Bluehost, Kamatera and DigitalOcean. In June, Roskomnadzor included these providers among the companies subject to “landing”.
Inclusion in this list imposes obligations on foreign hosting providers to open a branch, representative office or Russian legal entity in Russia, post an electronic feedback form with Russian users on their website, and register a personal account on the Roskomnadzor website for prompt interaction with authorities. The regulator's report indicated that the listed foreign providers did not fulfill these obligations.
““The informational measures taken will remain in effect until foreign hosting providers fulfill these obligations in full,” the RKN added.
In November 2021, RKN published a list of 13 foreign Internet companies owning 22 information resources that should open representative offices in the Russian Federation: Google (Google, Google Play, YouTube, YouTube Music, Google Chat, Gmail), Apple ( iCloud, App Store, Apple Music), Meta* Platforms (Facebook*, Instagram*, WhatsApp), Twitter, TikTok, Telegram, Zoom, Viber, Spotify, Likeme Pte.Ltd. (Likee), Discord, Pinterest and Twitch.
* The activities of Meta (social networks Facebook, Instagram) are prohibited in Russia as extremist.
