SARATOV, September 30 Investigators in Saratov opened criminal cases against the mother of a boy who was hospitalized due to a serious illness from malnutrition and unsanitary conditions, as well as against a police officer who was checking on a dysfunctional family, as reported in the Telegram channel of the regional department of the Investigative Committee.

“Criminal cases have been instituted against a police officer on the grounds of a crime under Part 1 of Article 293 of the Criminal Code of the Russian Federation “Negligence,” and against a 31-year-old woman for committing a crime under Article 156 of the Criminal Code of the Russian Federation “Failure to fulfill the duties of raising a minor.” . <…> Currently, investigative actions are being carried out with the suspects,” the publication says.
According to the investigation, from 2017 to 2023, the mother of an 11-year-old child did not provide him with sanitary and hygienic conditions and care. In addition, she did not provide him with the necessary amount of food, which led to serious illness. However, the woman did not seek medical help. At the same time, the inspector of the juvenile affairs unit (PDN) limited herself to preventive conversations.
The child is now receiving medical care. As a source in the law enforcement agencies clarified, the boy was diagnosed with mental illness and cachexia.
In turn, the regional prosecutor's office reported that the minor is disabled, and the inaction of the police officer «led to a deterioration in his health boy.»
As noted in the Telegram channel of the regional headquarters of the Ministry of Internal Affairs, since September 2022, the inspector of the PDN of police department No. 7 as part of the Ministry of Internal Affairs in the city visited a dysfunctional family, held conversations with the mother, “regularly checked the living conditions of the family, documented administrative offenses,” which were later considered with the participation of all bodies of the prevention system, including employees of the guardianship and trusteeship sector.
According to police, in October 2021, inspectors discovered unsanitary conditions in a family of two children and their unmarried parents. Then the mother was brought to administrative responsibility for improper maintenance of the child and put on preventive registration in the PDN. In November of the same year, the family was recognized as being in a socially dangerous situation. In April 2023, during the next inspection, the PDN inspector took measures to hospitalize the boy, after which a procedural check began against the mother.
Currently, the Main Directorate of the Ministry of Internal Affairs for the Saratov Region is conducting an investigation into possible negligence of a police officer, which, according to investigators, led to a deterioration in the child’s health. Based on its results, a comprehensive assessment of what happened will be given.
