Economist Andrei Loboda spoke about social payments in the last month of autumn
Russian pension legislation is designed in such a way that almost every month payments are added to our elderly fellow citizens on well-deserved retirement. In some months, when, for example, old-age insurance payments are indexed, this is widespread and covers tens of millions of pensioners. In others, it affects only certain categories of pension recipients. The coming November will not be an exception to this rule: many elderly Russians will see an increase in payments. Who exactly will this affect and what amounts will be added, MK figured out with the help of an expert — economist Andrei Loboda.
From November 1, the additional payment for pensioners who worked as members of flight crews of civil aviation aircraft will be recalculated. They are entitled to a monthly additional payment due to contributions made by organizations that employ the labor of such specialists. Contributions go to the Social Fund of Russia (SFR) — specifically for the payment of additional payments to the pension. Which, in turn, is appointed upon the presence of a certain length of service in the position of a member of the flight crew. It is at least 25 years for men and at least 20 years for women. If a person left work for health reasons, then this period is shorter — 20 years for men and 15 years for women. It is important that the citizen retires from the position that gives him the right to additional payment.
People who worked in coal industry organizations in certain specialties also receive an additional payment to their pension. This applies to those who have worked full time in underground and surface mining in coal and shale mining and in mine construction for at least 25 years, or for at least 20 years in an essential occupation. Among them are tunnellers, jackhammer operators, longwall miners, and mining excavation machine operators. The amount of the supplement to the pension is individual and depends, in particular, on the average monthly earnings, length of service, as well as the amount of money received by the SFR from the employing organization.
“We are talking about targeted additional payments. The additional payment is assigned if there is a certain length of service as a member of the flight crew. For men it is 25 years, for women — 20 years. It is important to remember that retirement must be from the position that has the corresponding right to a bonus. And if the number of pensioners who worked as members of flight crews of civil aviation aircraft will not be too large for Russia, then additional payments to pensioners who previously worked as miners are completely different figures. It is clear that they are designed, first of all, for residents of new regions of the Russian Federation — in particular, Donbass, known throughout the world for its coal mines. Therefore, this will be a good addition for pensioners of the DPR and LPR, who devoted their working youth to coal mining and metallurgy. For miners, work experience is also required for such an additional payment — for workers in underground and open-pit mining and those employed in the construction of mines — 25 years or from 20 years — as workers in leading professions in the industry.»
The pension increase will also affect people who reach the age of 80 by November. The increase will also be given to older people who are diagnosed with a disability. These categories of pensioners will receive increased payments from the day they reach the age of 80 or from the date of disability. For people who have been diagnosed with disability of the first group, as well as those who have reached the age of 80 years, the amount of additional payment will be 100% of the fixed payment to the insurance pension. In 2023 it is 7567.33 rubles.
“Upon reaching 80 years of age, a pensioner can receive a pension supplement. It is 100% of the fixed payment. What is important is that pension calculation occurs without any application. That is, older people do not have to go somewhere, everything happens automatically. Thus, after a pensioner turns 80 years old, he will be able to count on a fixed payment to his insurance pension, which will amount to 15 thousand 134 rubles. It is important to remember that residents of the North of Russia will receive more, their pension itself is noticeably higher, therefore for this category of citizens the fixed payment to one of the types of insurance pensions will increase, according to the regional coefficient established by the government.»
Also in November, pensions will be increased for those who previously stopped working. The decision on indexation is made by the Financial Markets Service in the month following the month of leaving work. Payment of the pension in an increased amount is made from the month following the month the decision on the increase was made. In this case, the lost pension will be paid for the period from the first day of the month following the month in which the pensioner stopped working. For example, if a person quit in September, the decision on indexation will be made in October, the payment of an increased pension will occur from November — taking into account the lost pension from October 1.
“Indexation in this case, it will happen due to an increase in the value of the pension point — the individual pension coefficient (IPC). So, this year its size is 123.77 rubles. The size of the pension is calculated using the formula “the size of the IPC multiplied by its value on the date of assignment of the pension plus a fixed payment to the insurance pension.” For example, in 2023 (if the pension was assigned a year earlier), the size of the pension for a retired pensioner will look like this: 50 IPC multiplied by 123.77 and added 7567.33. Total: 13,755.83 rubles. And to this amount are added those points that were earned after the pension was assigned. But is it worth it to so scrupulously evaluate honored people of advanced age with points against the backdrop of rising inflation and a depreciating ruble — this is a very big question. A humane attitude towards people will be much more noticeable with a policy of a strong ruble and pension payments of at least 50 thousand rubles.”
