The court fined Zoom for not opening a representative office in Russia

MOSCOW, October 17. The magistrate of the 422nd judicial district of the Tagansky district of Moscow imposed a fine of over 115 million rubles on the video communication service Zoom for carrying out activities without representation in the Russian Federation, the correspondent reports.
“Zoom Video Communications, Inc. was found guilty of committing an administrative offense under Part 2 of Article 13.49 of the Code of Administrative Offenses of the Russian Federation, and was sentenced to an administrative fine in the amount of 115 million 68 thousand 103 rubles 20 kopecks,” Judge Timur Vakhrameev announced the decision.

The protocol under Part 2 of Article 13.49 of the Code of Administrative Offenses was considered in court for the first time. An article on violation of the so-called landing law was introduced into the code in July 2022. A turnover fine was imposed on Zoom in the amount of 1/10 of the company’s revenue for 2022, Vakhrameev explained.

The protocol was drawn up by Roskomnadzor on September 23. According to the department, the American company operates in Russia without opening a branch or representative office on the territory of the Russian Federation in accordance with the requirements of the law “On the activities of foreign persons on the territory of the Russian Federation.”
According to information on the Roskomnadzor website, more than 400 thousand users use it daily products of Zoom, and the company receives money from Russian individuals and legal entities.
According to data announced by the judge, Zoom’s revenue in Russia for 2022 amounted to 1 billion 150 million 681 thousand rubles.
