A member of the “A Just Russia-For Truth” faction, Nikolai Novichkov, proposed a return to the Soviet principle of five-year plans in the economy. All conditions have been created in the country to implement “Gosplan 2.0” using artificial intelligence and blockchain, the parliamentarian said at the plenary meeting of the State Duma on Tuesday.
— I would like to remind you, my friends, that we are within the walls of the State Planning Commission USSR, and not so long ago, in 2021, we celebrated the centenary of the State Planning Committee,” he refreshed the memory of his colleagues Newcomers and clarified: “You and I are all the heirs of the great past and great decisions.” And at the same time I reminded that the government of Yevgeny Primakov tried to revive the principles of the State Planning Committee at one time, but then it did not work.
— It is clear that solving problems of extreme complexity is a sign of the development of civilization. And the Soviet Union was a developed civilization. We need to live up to the achievements of our ancestors,” said Nikolai Novichkov and explained why he was saying all this:
— There is a principle in cybernetics that the control system should be more complex than the control system. The Soviet economy was one of the most complex systems that humanity has ever created in its history.
The deputy clarified that he is a Doctor of Economic Sciences, which means he can say with full responsibility that Russia is now in in a state where it is possible to return to the State Planning Committee. But not just like that, but with the use of modern artificial intelligence and blockchain systems. Novichkov did not explain how this will all work. But he emphasized that, firstly, we have Vladimir Putin’s “May decrees” — this is precisely the five-year plan. And secondly, some regions, according to Novichkov, were tired of waiting for the federal center to switch to the state plan, and switched to it themselves. Kuzbass was one of the first to undertake such a maneuver, Spravedovross said.
