HANOI, Oct. 16 Russia and Vietnam should find new formats for cooperation and actively use interparliamentary interaction, said State Duma Speaker Vyacheslav Volodin during the second meeting of the interparliamentary commission on cooperation between the State Duma and the National Assembly of Vietnam.
“It is extremely important for us to increase the effectiveness of our work within the framework of parliamentary dialogue. Moreover, it is right to find new formats of cooperation using parliamentary diplomacy,” Volodin noted.
He emphasized that the heads of both states are doing a lot to develop relations between Russia and Vietnam. “For our part, we must do everything to ensure legislative support for the decisions taken,” the State Duma Speaker emphasized.
He recalled that in the joint statement of the presidents of Russia and Vietnam in 2021, which determined the main directions of the countries’ comprehensive strategic partnership until 2030, “the task was set to intensify inter-parliamentary interaction.”
“Such cooperation should ensure greater coordination of the legislative and executive powers, improve the quality of the decisions we make. And it is no coincidence that representatives of relevant ministries and departments and the executive power take part in our work,” Volodin noted.
He suggested that the relevant committees of the State Duma and the National Assembly of Vietnam “establish systematic work at their level and build interaction on an ongoing basis.” “This will allow us not only to establish a system of relations, but also to increase their dynamics, and ultimately, to achieve the effectiveness of our work,” the State Duma speaker emphasized.
Volodin recalled that parliamentarians had already discussed a number of the most important issues at the first meeting of the commission in Moscow in December 2019. In particular, “they talked about the need to develop relations in the most important areas for us: oil and gas, transport, information and communication technologies, education, agriculture, financial,” he noted.
The State Duma delegation led by Volodin is in Vietnam on an official visit. As part of this, the second meeting of the interparliamentary commission on cooperation between the State Duma and the National Assembly of Vietnam is being held in Hanoi. Parliamentarians are discussing issues of legislative support for cooperation between the two countries in the fields of energy and transport, information technology and agriculture, science and higher education, financial and interbank interaction.
During the visit, Volodin met with the Chairman of the National Assembly of the Socialist Republic of Vietnam Vuong Dinh Hue and with the President of the country Vo Van Thuong.
The Russian delegation also included the first vice-speaker of the chamber Ivan Melnikov, deputy chairman of the State Duma Alexander Babakov, head of the committee on international affairs, leader of the LDPR Leonid Slutsky, chairmen of the State Duma committees on information policy Alexander Khinshtein, on health protection Badma Bashankaev, on science and higher education Sergei Kabyshev, as well as representatives of the Russian government.
