
PERM, October 21 The Ministry of Digital Development expects that the bill on involving big business data into circulation, necessary for the development of artificial intelligence (AI) technologies, will be considered in the fall, it is under consideration at the final stage, said the head of the ministry Maksut Shadayev at the site of the “Battle of Robots” championship.
“We are responsible for the bill on the involvement of big data in business, it is at the final stage, we hope to consider it in the second reading in the autumn session,” Shadayev said.
The minister also added that, in particular, “the state will establish obligations for business — data that is necessary for decision-making for public administration, data that is necessary for development of AI technologies to be provided free of charge.»
In September, Russian President Vladimir Putin ordered the adoption of the law “On Amendments to the Federal Law “On Personal Data” in the fall.” Amendments are needed to ensure the protection of the rights and interests of citizens when processing big data and using artificial intelligence.
In July The head of the Ministry of Digital Development, Maksut Shadayev, at a meeting of President Vladimir Putin with members of the Russian government, said that as part of the amendments to the bill on artificial intelligence, a procedure for depersonalizing information for databases has been agreed upon, as well as a procedure for creating such databases for machine learning of neural networks. In addition, the amendments establish rules by which developers will be able to access data for training neural networks. The changes also involve a ban on the use of large personal data for training neural networks and artificial intelligence if it creates risks for citizens, defense and security of the country.
