
MOSCOW, October 23 Russian Presidential Aide Maxim Oreshkin named six key trends that will determine the transformation of state policy in the field of small and medium-sized businesses for the coming decades .

I would note six key elements,» Oreshkin said, speaking at parliamentary hearings on the topic » Development of small and medium-sized businesses in the Russian Federation: objectives, prospects, legislative support» in the State Duma.
As the first factor, he named the new development of Russia, which actually began last year. “Our enterprises occupy vacant niches in the domestic market after the departure of Western players and satisfy the actively growing domestic demand,” Oreshkin noted, pointing out that it is necessary to pay special attention to supporting growing Russian brands.
The second challenge is low unemployment. In his opinion, this means that the potential for employment growth in the SME sector has largely been exhausted, and here it is important to increase labor productivity growth, actively implement lean manufacturing, increase automation and robotization, satisfy expanding domestic demand and increase export potential.
«Third. Thanks to the increase in the birth rate in the 2000s and 10s of this century, the active growth of the young generation aged 20-24 has already begun today. By 2030, for example, in the country, according to preliminary estimates, there will be 8.3 million citizens in this age, and by the age of 35 — already 9.7 million. This is 2.4 million more than now. For small and medium-sized businesses, this means the presence of two key tasks: the first is the involvement of young people in entrepreneurial activity, the second is personnel training for enterprises,» Oreshkin said.
He named the fourth challenge as rapid technological changes in the world and the task of ensuring Russia’s technological sovereignty. “This means the need for accelerated growth of high-tech manufacturing business. This will require changing the priorities of tools to support small and medium-sized enterprises and the development of new financial market products,” the presidential aide continued.
Oreshkin named the development of electronic commerce as the fifth factor determining the development of SMEs, and the change in the structure of foreign trade as the sixth. According to him, the export emphasis is shifting to new fast-growing, dynamic markets and new approaches and new support tools will be in demand, including the active use of e-commerce platforms.
“It seems to me that these are six key factors that will determine the transformation of our policy in the field of small and medium-sized businesses for the coming decades. Today, the preparation of goals and objectives for the development of our country until 2030 with a perspective until 2036 is in an active phase. and in 2018, it is important that truly ambitious goals and objectives are set,” Oreshkin said.
In general, according to Oreshkin, in many ways it was small and medium-sized businesses that played a key role in getting through first the pandemic crisis, and then the story associated with Western sanctions. “Over the last year and a half, private business has become the main force that has made it possible to establish new supply channels, new payment methods, develop new technological and software solutions, create thousands of new brands that today successfully replace the products of Western companies that have left our market,” Oreshkin believes .
