The Ministry of Construction of the Russian Federation plans to postpone the introduction of contributions for major repairs of apartment buildings for residents of the Donetsk and Lugansk people's republics, Zaporozhye and Kherson regions. As Izvestia reported with reference to a copy of the letter from the Ministry of Construction to the Ministry of Justice, residents of these new regions will begin paying contributions only from January 1, 2026, and not from 2024, as previously envisaged.
The reason for the delay is an inventory currently being carried out, which will make it possible to clarify the condition of the housing stock in the territory of these subjects. A two-year grace period is required to complete this procedure. Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services, explained that the inventory will help determine the real condition of houses and avoid paying for major repairs of those objects that do not need it.
Representatives of the press service of Deputy Prime Minister Marat Khusnullin reported that the housing stock in new regions is characterized by a high degree of physical deterioration, since major repairs in these places were not previously carried out systematically. Most apartment buildings do not have technical documentation, there is no unified database for their accounting, which makes it difficult to determine priority measures for capital and current repairs.
Currently, the letter from the Ministry of Construction is being reviewed by the Ministry of Justice for legal and anti-corruption expertise. After completion of the review, the response will be sent to the Ministry of Construction in accordance with the law.
