MOSCOW, November 21 A bill establishing a 50% discount on fines for illegal paid parking if they are paid within 20 days has been sent to the Cabinet of Ministers for review leader of the New People party Alexey Nechaev and vice-speaker of the State Duma Vladislav Davankov, the document is available.
It is noted that the law already stipulates discounts on the payment of fines if they are paid on time, in the first two weeks. But this does not apply to fines for late paid parking, which today are the responsibility of the regions.
“»To fill this gap, the draft federal law provides for amendments to Part 13 of Article 32.2 of the Code of Administrative Offenses of the Russian Federation, providing for the extension of a grace period for paying an administrative fine with a 50% discount for administrative offenses expressed in non-compliance with the procedure for paying fees for placing vehicles in paid city parking lots, provided for by the laws of the constituent entities of the Russian Federation on administrative offenses,” is written in the explanatory note to the bill.
The bill will establish a uniform standard for all operators and will allow only half of the fine to be paid if the driver does it voluntarily and quickly, within 20 days, Nechaev explained.
«We have cameras at every step, and such fines are issued en masse. Every driver has encountered this at least once. People will be more willing to pay if they receive a discount on timely payment of fines. In the future fines for a second delay should be abolished altogether if the application freezes or is unable to determine the driver’s location,” says Davankov.
