The Anti-Corruption Foundation found real estate in Dubai from 13 State Duma deputies or members of their families. This is stated in the investigation of Alexei Navalny’s associates.
According to the opposition, Diana Gindin is the ex-wife of State Duma deputy from United Russia Vladislav Reznik, who was put on the wanted list by the Spanish authorities in 2016 in the case of money laundering and involvement in the Tambov organized crime group. bought two apartments with a total area of more than 300 square meters in the Dubai City Walk residential complex. Investigators estimate their value at 185 million rubles. In 2023, she got another apartment in this city — in the Palm Beach Tower high-rise with panoramic views. Its cost is unknown.
Navalny's associates claim that Reznik and Gindin divorced fictitiously. According to them, the former spouses continue to often fly together on vacation.
The father of United Russia member Pavel Fedyaev, Mikhail, is the owner of the Kuzbass Listvyazhnaya mine, which resulted in an explosion that killed 51 people in 2021. First, Fedyaev Sr. was sent to a pre-trial detention center, and in the summer of 2022 he was released on his own recognizance. According to investigators, while under recognizance not to leave, he bought two apartments in the Beach Vista high-rise, the total cost of which is 361 million rubles.
Two Dagestani State Duma deputies from United Russia — Saygidpasha Umakhanov and Ruslan Gadzhiev — according to FBK, also own apartments in Dubai, registered in the name of relatives. Thus, an apartment worth 63 million rubles in one of the residential complexes in Dubai, according to documents, belongs to Umakhanov’s brother Akhmedpasha, and Gadzhiev registered a 177-meter apartment in the La Rive residential complex for his sister Alisa. The estimated cost of the latter is 188.5 million rubles.
The brother of United Russia deputy Zelimkhan Mutsoev, Amirkhan Mori, as investigators found, bought apartments in the Address Boulevard skyscraper in 2022 for 74 million rubles. And the brother of his fellow party member Rakhim Azizov, Bakhtiyar, bought an apartment in the Sensoria at Five Luxe high-rise with a private beach, the cost of which is unknown.
Navalny’s associates also found apartments in Dubai for three more deputies from United Russia. In 2022, Andrei Sidyakin’s wife, Ksenia Shvyreva, purchased an apartment on an artificial island for 57 million rubles. In the same year, parliamentarian Grigory Anikeev bought a 1200-meter presidential penthouse worth 2 billion 135 million rubles. And the last deputy from United Russia discussed in the investigation is Alexander Prokopyev. His sister Natalya owns 11 apartments on the 63rd floor of the Paramount Tower skyscraper and another one in the Cavalli Tower high-rise under construction. The total cost of 12 apartments, according to investigators, is 700 million rubles.
According to Navalny's associates, real estate in Dubai is also owned by the families of two deputies from the Communist Party of the Russian Federation — Anatoly Bifov and Roman Lyabikhov. The first, in February 2023, suggested that deputies vacation in Kabardino-Balkaria, where “the best ski resorts, the best thermal springs and the best sanatoriums are.”
However, according to investigators, in 2020, Bifov’s brother Zaur bought an apartment in a skyscraper near the Burj Khalifa. Two years later, the children of Anatoly Bifov moved to the city — 30-year-old Anzorand 21-year-old Aaliyah. According to FBK, they also have separate apartments in Dubai, the cost of which the investigators did not disclose. It is known that the 101-meter Dubai apartment of Bifov’s nephew Zalim costs about 60 million rubles.
In addition, Navalny's associates report that they found six apartments in Dubai, which were purchased from 2020 to 2023, from the daughter of communist deputy Roman Lyabikhov, Marina. Their estimated cost is 300 million rubles. And the full namesake of the parliamentarian’s wife, Elena Kuznetsova, according to investigators, owns three apartments in the city — each with an area of 70 square meters — and an office space with an area of 126 square meters.
The opposition also claims that LDPR deputy Boris Paikin bought a 100-meter apartment in the Dubai Marina area for 88 million rubles this year. And his mother of the children of his colleague Vladimir Koshelev, Marina Karpyak, according to FBK, owns a 180-meter apartment in the Dubai skyscraper Direct Beach Access worth 188 million rubles.
Oppositionists draw attention to the fact that Koshelev in May co-authored a bill banning the ownership of foreign real estate for deputies, senators, ministers and judges. Parliamentarians did not consider it.
