MOSCOW, November 23. Rosselkhoznadzor will limit the supply of seed and planting material from the Netherlands from November 23, the agency reported.
«Rosselkhoznadzor informs that from November 23, 2023 it prohibits the import of seed and planting material from the Netherlands into Russia. In addition, a restriction is being introduced on the supply of seed material accompanied by documents confirming varietal, sowing qualities and the absence of GMOs, issued by the Enza-Zaden Operalions laboratory B.Y. (Postbus 7 1600 AA Enkhulten the Netherlands, Haling 1/E 1600 DB Enkhulten the Netherlands) until the competence, methods and research results of this laboratory are confirmed based on the results of an audit by Rosselkhoznadzor,” the message says.
The measures were taken due to the discovery of a quarantine object for Russia and the EAEU member countries — bacterial blotch of pumpkin crops. The agency reports that over the past year, the identification of quarantine objects in seeds coming from the Netherlands to Russia “has become systematic”: for example, pepino mosaic virus, bacterial spot of pumpkin crops, ragwort and trifloral nightshade were found in the products.

«Deliveries of contaminated products occur against the backdrop of a 1.5-year absence of responses from the National Organization for Quarantine and Plant Protection of the Netherlands to requests from Rosselkhoznadzor to confirm the phytosanitary status of goods shipped to Russia batches of seed and planting material,” the Russian service draws attention. She also notes that, according to the requirements of the legislation of the Russian Federation in the field of seed production, the presence of quarantine objects is established during the testing of crops, and, if they are identified, documents for varietal and sowing qualities are not issued.

«Thus, the competence of the Dutch laboratory Enza-Zaden Operalions B.Y., which prepared documents for contaminated products for shipment to Russia, is questionable. Rosselkhoznadzor's proposals to conduct an audit of the laboratory were sent to the competent agency four times The Netherlands. No response was received,» Rosselkhoznadzor reported.
