ROSTOV-ON-DON, November 28. Head of Rostov, Voronezh regions, LPR and DPR signed an agreement on the creation of the Commonwealth of Donbass, a correspondent reports from the scene.
The signing ceremony took place in a solemn atmosphere on the territory of the people's military-historical museum complex «Sambek Heights» in the Rostov region.
«We have New opportunities are emerging in communications, using the potential of each region, providing support to each other, and implementing specific issues,” Governor of the Rostov Region Vasily Golubev told reporters. The head of the DPR, Denis Pushilin, added that after victory in the Northern Military District there will be an opportunity to fully demonstrate its economic potential. This association should have a positive impact on the residents of the regions, he noted.
The document assumes that the commonwealth will contribute to the development of cooperation between the parties, including in the trade, economic, industrial, investment spheres, as well as in the fields of agriculture, science, education, healthcare. Participation in the commonwealth does not deprive the parties of the right to establish bilateral and multilateral relations with other constituent entities of the Russian Federation that are not members of the association. It is assumed that the parties will be equal participants in the commonwealth, regardless of the size of the territory and the number of population. The supreme governing body of the Commonwealth will be the Council of the Donbass Commonwealth. The agreement will come into force on March 1, 2024 and will be valid for five years.
In 2011, the Donbass Euroregion was created, which included the Rostov, Voronezh, as well as Lugansk and Donetsk regions. Its goal was to develop socio-economic cooperation. In 2014, the Euroregion Donbass suspended its activities.
