MOSCOW, November 30At a plenary session, the State Duma adopted in the third reading a government law on defining the concept of “folk arts and crafts” (FAC) and vesting government bodies of the constituent entities of the Russian Federation and local governments with the right to provide state support to organizations in the field of folk arts and crafts.
The law addresses the issue of state support for organizations in the field of folk arts and crafts; it is noted that the amendments to the law are aimed at giving state authorities of the constituent entities of the Russian Federation and local governments the right to provide state support to organizations in the field of folk arts and crafts.
The law introduces new concepts “subject of activity in the field of folk artistic crafts”, “unique product of folk artistic crafts”, “product of folk artistic crafts of recognized artistic merit”, “standard sample of a product of folk artistic crafts”, “creative variation”, and is also fixed on at the legislative level, the established practice of registering samples of folk art crafts of recognized artistic merit.
The concept of “folk art craft” is also fixed, which implies a field of cultural activity, one of the forms of manifestation of folk art traditions, the activity of creating artistic products for utilitarian or decorative purposes, carried out on the basis of the collective development and successive development of folk art traditions in a certain area in the process of creative manual labor or manual labor using mechanization.
It is added that “folk arts and crafts are historically established forms of folk art, representing an integral part of the cultural heritage of the peoples of the Russian Federation, its intangible ethnocultural heritage. The preservation, revival and development of folk arts and crafts is an important state task.”
Regional registers of masters of folk arts and crafts are also described — these are information systems created by government bodies of the constituent entities of the Russian Federation. The registers will contain information about masters of folk arts and crafts operating as an individual entrepreneur or as an individual applying the special tax regime “Professional Income Tax”.
The main directions of state policy in the field of folk artistic crafts should also include the creation of conditions for the development of folk artistic crafts, as well as the creation of conditions for educational activities in the field of folk artistic crafts and the popularization of folk artistic crafts among the population.
It is added that information about folk arts and crafts organizations operating in the territory of a subject of the Russian Federation is posted in the public domain on the official website of the state authority of the subject.
Registration of samples of NHP products as samples of folk art crafts of recognized artistic merit is carried out by a federal executive body authorized by the government on the basis of a decision of the Federal Expert Council on Folk Arts and Crafts in the manner established by the federal executive body authorized by the government.
The law also states on what basic principles the Federal Expert Council on Folk Arts and Crafts and the Artistic Expert Councils on Folk Arts are based.
