MOSCOW, January 5 China is Russia’s main like-minded partner in the field of international information security, the countries’ approaches are as close as possible, the special representative of the Russian President for issues of international cooperation in the field of information security, Director of the Department of International Information Security of the Ministry of Foreign Affairs Artur Lyukmanov.
“China is not just the most important partner in the field of international information security, but also our main like-minded person. The approaches of Moscow and Beijing are as close as possible. The joint statement of the leaders of the two countries adopted in March 2023 is indicative. The document emphasizes that Russia and China place the their sovereignty, including in the digital sphere,” said Lyukmanov.
According to him, it is important that when discussing the topic of information security in the international arena, Russia and China act as a “united front.” Lyukmanov pointed out that the delegations of the two countries traditionally support each other at the UN — in the open-ended working group and the special committee. “Chinese friends, together with us, defend the development of universal agreements that would fairly and equitably regulate the activities of states in the information space,” he added.
“Moscow is in regular contact with representatives of Beijing both in a bilateral format and through BRICS, SCO, CICA, G20, ASEAN Regional Security Forum. Such close communication helps us speak the same language,” explained Lyukmanov.
In practical terms, cooperation between the Russian Federation and China is built on the basis of an intergovernmental agreement on international information security of 2015, he noted, emphasizing that “ A whole range of competent departments are involved in the dialogue on both sides.»
