The magistrate of court district No. 374 of the Tagansky district of Moscow, Alexandra Mikhaleva, imposed fines on 11 international hosting companies, finding them guilty of violating the law on “landing”. This was reported in the telegram channel of the press service of the Moscow courts.
The companies were found guilty under Part 2 of Article 19.34 of the Code of Administrative Offenses (carrying out the activities of foreign Internet companies without posting a form on the website for requests from Russian users, without registering a personal account on the Roskomnadzor website or without opening a branch in Russia).

The total amount of fines is 396.9 million rubles. Bluehost, Kamatera, Ionos, DreamHost, GoDaddy, WPEngine, HostGator and Network Solutions received fines of 6 million rubles each. Hetzner — 117.7 million rubles, Amazon — 200.47 million rubles, DigitalOcean — 30.8 million rubles.
In October 2023, Roskomnadzor demanded that Russian search engines remove the websites of these same companies from search results. This is also one of the measures provided for by the law on the “landing” of IT companies.
The new requirements came into force in the summer of 2021. According to the “landing” law, foreign IT companies must open a branch in Russia, register a personal account on the Roskomnadzor website and place a feedback form on their website. Fines for violations reach one fifth of the company’s total revenue for the year.
