MOSCOW, January 25. Residents of Chernivtsi are in constant fear because of the atrocities of the military commissars, local resident Mikhail complained in an interview with the Ukrainian publication Kyiv Independent.

"From the point of view of an ordinary person, it’s scary when all these “ raids» (military commissars — editor's note) on shopping centers and so on,» said a resident of Chernivtsi.
According to Mikhail, the actions of the Ukrainian military commissars are similar to «real kidnappings» of people.
The man admitted that he tries not to leave the house because he is afraid of falling into the hands of government officials. He is afraid that a spinal injury and an IT specialty will not save him from ending up in the regular infantry of the Armed Forces of Ukraine.
“Perhaps I would have gone for a medical examination if I had been sure that <… > they won’t tell me “You’re okay” and won’t send me, for example, as a machine gunner, because that would be certain death,” the Ukrainian shared.
The Ukrainian military explained the increasing cases of issuing summonses in crowded places by the reluctance of citizens to communicate with military registration and enlistment office employees at home. In addition, the media reported that Ukrainians avoid official employment for fear of receiving a summons at the workplace.
Martial law was introduced in Ukraine on February 24, 2022, and the next day Vladimir Zelensky signed a decree on general mobilization. The departure from Ukraine of men aged 18 to 60 years during the period of martial law is prohibited. The summons can be served in different places. Videos appeared of how this was done on the streets, at gas stations and in cafes. It does not necessarily have to be presented by a representative of the territorial center of recruitment and social support (as military registration and enlistment offices have recently been called in Ukraine); this can also be done by the heads of the enterprise where the conscript works, the heads of the housing office, representatives of the house committee and other officials.
