MOSCOW, January 30 A group of deputies from the Communist Party of the Russian Federation, led by Gennady Zyuganov, introduced a bill to the State Duma introducing changes to the legal regulation of the integration of the national payment system into similar systems of friendly states, follows from the database of the lower house of parliament.
In order to develop regulatory legal and regulatory acts in the field of integration of the national payment system with the payment systems of other states, the government and the Bank of Russia “must be endowed with the appropriate powers,” the developers believe.
The proposed changes allow the government and the Bank of Russia, as well as federal executive authorities, to adopt regulations in order to regulate relations related to the integration of the national payment system with payment systems other states.
This, according to the explanatory note, “will contribute to the rapid creation of the legal space necessary for the creation of an interstate payment system similar to the SWIFT system for settlements in national currencies, resolving difficulties with cross-border payments based on the results of foreign economic activity and achieving Russia’s independence from the influence of third countries in financial sector.»
The bill, in particular, provides for the Central Bank to determine the procedure for making settlements with international organizations, foreign states, as well as with legal entities and individuals within the framework of the national payment system integrated into the payment systems of other states or international payment systems. And in cooperation with the Cabinet of Ministers, the Bank of Russia will implement measures for such integration.
