The expert noted the lack of regulatory framework for marketplaces

MOSCOW, January 30 The lack of a regulatory framework is felt in Russia amid the growth of the marketplace market; the industry would also be helped by working on the issue of limiting the share market within the sites themselves, said Anton Bestugin, co-founder of the TOGO group of e-commerce companies.
Last week I read a letter from the head of the Economic Committee of the Federation Council Andrei Kutepov addressed to the assistant to the President of the Russian Federation Maxim Oreshkin, where it was proposed to consider the issue of establishing the market share of marketplaces and limiting the opening of new points for issuing orders if it is exceeded.

“The time has come when the marketplace market has grown so much that there is a lack of regulatory framework. The state has already paid close attention to this industry, regulatory measures are being introduced for market participants,” Bestugin said. However, according to him, on the part of sellers, it would be more useful to introduce restrictions on market share within the marketplaces themselves, which would help regulate the actions of sellers and develop free competition, and would also help avoid monopolization in certain product niches.
«»Currently, in some niches on marketplaces, the market share of a single supplier is more than 25% — this can be traced through analytics services. There is no information about whether this will have any consequences for such suppliers. It is important to consider that such an uneven distribution of shares is often market decline is due to the entry of large brands or low competition in a niche,” the expert added.
Prior to this, on January 24, the head of the FAS, Maxim Shaskolsky, announced that the service, based on an analysis of the state of competition in the marketplace market, had established the collective dominant position of Wildberries and Ozon — together they occupy about 80% of the market. Then the Association of Internet Trade Companies (AKIT) reported that collective dominance itself is a changing parameter, and given that the marketplace market is a highly competitive environment, the situation may change tomorrow.

Secretary of State — Deputy Minister of Industry and Trade of the Russian Federation Viktor Evtukhov also spoke about the fact that it is time for the state to pay closer attention to marketplaces. Answering a question last week about the law on distance selling, he clarified that the draft review, which takes into account the position of all federal authorities, was prepared and submitted to the government, and then it will go to the State Duma.
