In the Rostov region, an administrative case was opened against 29-year-old Ilya Kulinich, who lost his leg in the war in Ukraine and, upon returning to Shakhty, began to abuse his young stepdaughter. This was reported by the publication “That’s So”.

A participant in the war is accused of violent actions that caused physical pain (Article 6.1.1 of the Administrative Code). A report was also drawn up against the girl’s mother under the article on improper performance of parental responsibilities (Part 1 of Article 5.35 of the Administrative Code). She could be fined up to 500 rubles, and he could be sentenced to up to 120 hours of compulsory work.

Official representative of the Ministry of Internal Affairs Irina Volk clarified that the police were reported about rough treatment of the child on February 10. “A 25-year-old local resident left her daughter with her partner. The man treated the child rudely and recorded his actions on video,” Volk added.

Kulinich recorded the abuse of the child. “You see how your mother didn’t take you?” — with these words the man knocks the girl onto the floor, and she begins to cry. The war participant continued: “You see, you fell? What's happened? See, I'm making fun of you. I'm scum.» According to “That’s So,” the man sent the video to his friend.

As journalists noted, Ilya Kulinich and Anastasia Yarmikova, the child’s mother, registered their marriage only on February 9. News about the ceremony was published by local media, as a man who lost a leg in the war and his bride were presented with a red lamp with candles, the fire for which was taken from the hearth lit by Vladimir Putin at the opening of the all-Russian exhibition “Heart of Russia”. After the video with the child was distributed, the posts were deleted, writes “That’s So.”

Kulinich and his wife refused to communicate with journalists, but the editorial staff had at their disposal a voice message that Yarmikova had sent to her friends. In it, she demands that outsiders not interfere in family affairs. “You don’t give a fuck about the origin of this video. You're going where the fuck you don't want to go, girls. Shut up… You're fucked,” the woman said.
