VORONEZH, February 22Investigators have re-opened a criminal case against the former Minister of Health of the Tambov Region Alexey Ovchinnikov for insulting police officers, the Russian Investigative Committee reported.

“The investigative bodies of the Russian Investigative Committee for the Tambov Region have re-instituted a criminal case against the former acting Minister of Health of the Tambov Region on the grounds of a crime under Article 319 of the Criminal Code of the Russian Federation,” says the department’s Telegram channel.< /p>
Previously, the regional department of the Investigative Committee of Russia opened a case under Article 319 of the Criminal Code of the Russian Federation (insulting a government official) against acting. O. Minister of Health of the Tambov Region Ovchinnikov, who defiantly communicated with traffic police officers who stopped his car on the Caspian highway on February 10. Investigators found that the official “in the presence of civilians, repeatedly expressed himself against government officials with words of gross obscene language.”
Subsequently, Ovchinnikov stated that he decided to resign of his own free will due to his inappropriate behavior. He apologized to the police for “raising his voice” and speaking in an “inappropriate tone.” At the same time, Ovchinnikov assured that he did not break any laws and was not involved in poaching — allegedly, traces of a roe deer carcass were found in the car accompanying him.
The day before, the prosecutor's office announced that it had declared the decision to initiate a criminal case against the ex-minister illegal and canceled it. The department stated that, according to a linguistic examination, “Ovchinnikov did use obscene language in his speech, but it was not directed at the police officer.” After which the Chairman of the RF Investigative Committee, Alexander Bastrykin, ordered to re-initiate a criminal case.
