MOSCOW, February 29 Russian President Vladimir Putin asked the Ministry of Defense and commanders to support the desire of the soldiers to participate in the new personnel program and to give them the opportunity to go to training.
“I ask the Ministry of Defense, the commanders of combat formations to support the desire of soldiers and officers to try their hand at the new personnel program, to provide for them the opportunity to apply for participation, to go to full-time classes,” Putin said during the announcement of the annual message to the Federal meeting.
In accordance with the Constitution, the President of Russia annually addresses the Federal Assembly with a message about the situation in the country and the main directions of domestic and foreign policy. The presidential address determines the vector of the country's development and, as a rule, becomes the basis of laws and decrees.
