MOSCOW, February 29 The level of gross added value in the Russian manufacturing industry by 2030 should increase by at least 40% compared to 2022, said Russian President Vladimir Putin.
“In the next six years, the level of gross value added in the manufacturing industry should increase by no less than 40% compared to 2022,” the president said during his address to the Federal Assembly of the Russian Federation.
He emphasized that “such accelerated industrial development means the creation of thousands of new industries, modern and well-paid jobs.”
In accordance with the Constitution, the President of Russia annually addresses the Federal Assembly with a message on the situation in the country and the main directions of domestic and foreign policy. The presidential address determines the vector of the country's development and, as a rule, becomes the basis of laws and decrees.
Putin is personally working on the text of the message. In the days leading up to his announcement, the president makes dozens of telephone and personal contacts of a working nature per day — with ministers, deputy prime ministers, heads of departments and administration assistants.
As a rule, the president allocates an hour or a little more to read out his message to the Federal Assembly. Putin's address in 2023 lasted 1 hour and 45 minutes, it was the first since the start of the special operation and became one of the longest presidential addresses to parliament. And Putin’s message before the last presidential election in 2018 was the record for the longest duration; it lasted just over 1 hour and 55 minutes. The shortest was the message of 2005; its announcement took Putin about 48 minutes.
