The International Criminal Court in The Hague issued arrest warrants for the commander of Russian long-range aviation, Lieutenant General Sergei Kobylash and the former commander of the Black Sea Fleet, Admiral Viktor Sokolov.
“There are strong reasons to believe that the two accused are responsible for missile attacks on the electrical infrastructure of Ukraine from at least October 10, 2022 until March 9, 2023,” the press release says.

Due to Russian shelling of Ukrainian power plants and transformer substations during the winter of 2022/2023, power outages regularly occurred in Ukraine, there were interruptions in heating and water supply. Preventive power outages have been introduced in many regions.
The Ukrainian authorities also accused Kobylash and Sokolov of crimes against civilians. Kobylash, according to the SBU, “gave orders for massive missile attacks on residential buildings, hospitals and critical infrastructure” from the air — including on a nine-story building in the city of Uman on April 28, 2023, which killed 23 people. The SBU also accused Sokolov of shelling the Ukrainian energy system from the Black Sea.
In March 2023, the International Criminal Court issued arrest warrants for Vladimir Putin and Children's Rights Commissioner Maria Lvova-Belova. According to the court, both are “allegedly responsible” for the illegal movement and deportation of children from Ukraine and the occupied territories to Russia during the war.
Russian security forces responded by opening criminal cases in absentia against the prosecutor and judges of the ICC.
