Vladimir Putin on Thursday held a meeting with the government on the implementation of his Address to the Federal Assembly. The Russian leader called on the Cabinet of Ministers to immediately begin work on national projects. “The trends that we are now observing in the economy give reason to believe that all this is really feasible,” the president noted. Moreover, the deputy prime ministers did not think of arguing with him. They have already set the bar for themselves: to bring Russia into the top four economies of the world by 2030.
“New national projects should be launched starting next year,” Vladimir Putin recalled. — We have created a base for this, quite stable and reliable… The plans we talked about are realizable. We need to plan everything in detail.
He recalled that inflation was declining in February, and in March it “went to zero.” He said that the day before he had already met with Mikhail Mishustin and discussed everything on key issues. So now it's up to the Cabinet of Ministers. Putin gave him a solid credit of confidence, saying that work should be organized “taking into account the government’s experience.”
First Deputy Prime Minister Andrei Belousov named the key goal — the country should be one of the four countries in the world by 2030. Now we are in fifth place.
“Calculations show that Russia can become the fourth economy in the world, ahead of Japan,” Belousov said. The main thing here is to maintain stable economic growth rates and gradually increase them. By the end of the six-year period, GDP should grow by 20%.
After listening to Belousov’s numbers-filled report on mechanisms for increasing gross domestic product, import substitution and support measures for small and medium-sized businesses, the president summarized: all this should ultimately be reflected in how people live. On education, culture, families with children, healthcare, social sphere. Thus, Putin handed the ball to Tatyana Golikova.
She decided to start with the main thing — with life. Its duration is planned to be increased to 78 years by 2030. True, three regions have already fulfilled the six-year plan — Dagestan, Ingushetia and Moscow. What needs to be done to make people live longer? According to Golikova, first of all, modernize first-level medical institutions, re-equip children's hospitals, antenatal clinics and maternity hospitals.
“Primary care medical organizations receive more than a billion calls annually,” said the Deputy Prime Minister. Modernizing the healthcare system and payments for medical workers will ultimately help save a million lives and save 2 trillion rubles for the budget.
She also recalled increasing the minimum wage. Now it has been raised by 18%, by 2030 it will be doubled and amount to 35 thousand rubles.
The President asked Deputy Prime Minister Dmitry Chernyshenko how things were going with the construction of new student campuses. He replied that everything was fine, 17 were already under construction. The pace is very good. The project costs half a trillion rubles. 40% of the money comes from the budget. It is also planned to spend 20 billion rubles a year on the renovation of student dormitories over the next few years.

Separately, Vladimir Putin praised the Cabinet of Ministers for the “Games of the Future.” He noted that many may have perceived this event as something light and frivolous. And it turned out very seriously.
“We were the first to organize an event of this scale. This is, of course, great. Interesting and promising. It is necessary to note those people who organized this work,” he turned to Chernyshenko.

— Regarding shipbuilding, we need to decide on the location of the shipyards. It is better to do this in the east of the country. But everything is more expensive there. Therefore, decisions will be needed about the cost of production. There is unlikely to be any other way but to support this production. It will be easier and cheaper to do it in the European part. But it is more expedient, based on the long-term interests of the country’s development, to develop these competencies in the Far East,” the head of state emphasized.

He reported to Putin that last year we achieved record volumes of housing construction.
