
MOSCOW, March 20 The State Duma Committee on Property, Land and Property Relations proposes to expand the powers of the Federal Property Management Agency to manage the assets transferred to it.
At an off-site meeting of the committee, held on Wednesday at the exhibition-forum «Russia» at VDNKh, the chairman of the committee, Sergei Gavrilov, drew attention to the fact that the range of tasks solved by the Federal Property Management Agency has recently expanded significantly.
Thus, as part of countering anti-Russian policies, assets owned or controlled by persons from unfriendly countries are transferred to the temporary management of the Federal Property Management Agency. At the same time, as a result of the return of illegally privatized assets to the state, the Federal Property Management Agency acquires owner rights in relation to large industrial enterprises of great strategic importance, the deputy noted.
“All these assets require effective management. We propose to work on expanding the powers of the Federal Property Management Agency to manage these assets,” Gavrilov said.
He also believes that state measures to modernize the system of accounting for state property, adjusting the rules for maintaining a register of this property and regulating objects of accounting “will improve the efficiency of use of property by eliminating its misuse by the copyright holder or when leasing, use and trust management.”
At the same time, there are gaps in the area of accounting for state assets, the head of the committee noted. An important problem, he said, is ensuring the completeness, reliability and timeliness of accounting for federal property. “There are cases of real estate that is not properly registered, in the overwhelming majority of cases assigned to unitary enterprises and government institutions,” the parliamentarian noted.
“We propose to accelerate the digitalization of the data accounting system, which will eliminate discrepancies in information in the registers,” Gavrilov said in this regard.
