Complexes for recording traffic violations still do not look for car owners without a “vehicle license,” although, according to those responsible for the project, all systems have long been ready.
Lawmakers started talking about identifying motorists without valid MTPL policies in automatic mode back in the middle of the last decade. It was assumed that road cameras would start looking for such car owners back in 2016, then the launch date was postponed more than once: at the end of autumn last year it was reported that photo and video recording systems will have new corresponding functionality in 2024, but so far the absence of a “car citizen” are still identified manually by traffic police officers.
The State Duma of the Russian Federation was concerned with the issue. As Kommersant reports, the head of the Duma Committee on the Financial Market, Anatoly Aksakov (Aksakov (“A Just Russia — For Truth”), sent a letter to Prime Minister Mikhail Mishustin: in it he asked to speed up the process of connecting traffic cameras to checking whether car owners have compulsory motor liability insurance. According to according to the head of the Russian Union of Auto Insurers, Evgeny Ufimtsev, he did this at the request of insurers, who once again confirmed that everything is ready at the level of technical interaction of information systems.
The deputy in the letter emphasizes that expanding the functionality of traffic cameras that monitor drivers automatically will provide regional budgets with an annual income of approximately 2 billion rubles (according to calculations, this will be the total collection from fines). According to traffic police statistics, at the end of last year, 25.2 thousand stationary cameras were installed on Russian roads, in addition, another 3.1 thousand mobile and 900 mobile systems for recording traffic violations were in operation.
Today, the fine for drivers without a valid MTPL policy is 800 rubles (according to Article 12.37 of the Administrative Code). True, legislators believe that it does not stop those who do not want to take out compulsory insurance and still use a car. Therefore, from time to time they raise the question of the need to increase the amount of the penalty for this violation. Thus, several initiatives were previously proposed for discussion: it was proposed to increase the fine to 5 thousand rubles, but these ideas have not yet found serious support.
The source of the publication in the Ministry of Internal Affairs confirmed that technical issues have still been worked out a year ago. He also noted that, most likely, fines for the lack of a policy will be issued no more than once a day. To do this, it will be necessary to make changes to the current edition of the Code of Administrative Offenses.
To identify drivers without compulsory motor insurance, information will be exchanged between the traffic police and the National Insurance Information System, which is supervised by the Central Bank. According to the publication, the Ministry of Internal Affairs’ “Web” information system, which accumulates data from all cameras, is now required to be improved. The corresponding terms of reference have already been prepared, but the Ministry of Internal Affairs has not yet announced a tender: it is noted that this process was paused for reasons beyond the control of the department.
Previously, insurers noted that today on Russian roads There are about six million cars whose owners have not taken out a compulsory motor liability insurance policy. The RSA and the Duma Committee on the Financial Market expect that their number may increase if the initiative is finally approved, making it possible to register cars without compulsory motor liability insurance: the head of the State Duma Committee on Transport, Evgeny Moskvichev, came up with the corresponding idea in November. The draft has now already passed the first reading.
