MOSCOW, April 9The Ministry of Energy of the Russian Federation stated that the information that appeared in Western media about the reservation or supply of gasoline to the Russian domestic market does not correspond to reality; Russia has not addressed Kazakhstan with such a request.
On Monday, Reuters, citing its sources, disseminated information that the Russian Federation has turned to Kazakhstan with a request to create an emergency reserve of gasoline. On the same day, the Ministry of Energy of Kazakhstan reported that no such request had been received from Russia.
“The Russian Ministry of Energy has not approached Kazakhstan with a request to reserve or supply motor gasoline to the Russian domestic market. Information coming from Reuters sources does not correspond to reality and demonstrates a fundamental ignorance of the balance of motor fuels in the EAEU,” the ministry told reporters.
It is clarified that gasoline supplies from Kazakhstan to Russia are not provided in accordance with the forecast indicative balances. At the same time, it remains possible to export gasoline from Russia to Kazakhstan up to 285 thousand tons per year even during the period of the ban on the export of this type of motor fuel from Russia, and these supplies are being carried out.
The Russian government has introduced a ban on gasoline exports from March 1 to August 31. The decisions taken are aimed at maintaining a stable situation in the fuel market during periods of increased demand. The export ban does not apply to fuel exported for the provision of international humanitarian assistance and for the personal use of citizens. The restriction also does not apply to supplies within the framework of intergovernmental agreements, including the countries of the EAEU.
The Cabinet of Ministers of the Russian Federation had previously introduced a ban on the export of petroleum products — from September 21. This was preceded by several months of record stock prices for fuel in Russia and a significant acceleration in the growth of retail prices. The ban on the export of gasoline was lifted on November 17, summer diesel fuel on November 22, and the embargo on winter diesel fuel was not lifted.
