ORSK (Orenburg region), April 9The water began to slowly recede from the main square of partially flooded Orsk, where the bus station and administrative buildings are located, as evidenced by video footage taken from a quadcopter.
The footage shows that Gagarin Square is still in the water, but the outlines of the roadway have begun to appear. A rescue vehicle with evacuated people on board is traveling along the road.

In the center of the square, a monument in the form of an airplane dedicated to aviators and the art object “I Love Orsk” remain flooded. Gas station areas and administrative buildings were also flooded. Underwater there is a forest park around the square.

Video footage shows that when leaving the square towards the villages, the road is almost without water, you can move along it, but on both sides of the road, one-story houses are completely immersed in water, only their roofs are visible. In some places, water is still flowing across the road.
Earlier, the Orsk mayor's office reported that the level of the Ural River in the city was decreasing and amounted to 914 centimeters. At the same time, the critical water level in the Urals near Orsk is 700 centimeters.
The dam that protected Orsk from the Ural River broke through on April 5. A mass evacuation of people began from the Old City, where several villages are located that fell into the flood zone. According to the latest data, almost 7 thousand residential buildings are flooded in Orsk. 2,493 people were evacuated, including 797 children.

The mayor of Orsk, Vasily Kozupitsa, visited the dam in early April and stated that the facility is in satisfactory condition, without deformations or subsidence, and there is no threat of flooding of the villages. According to him, the water present in places near the body of the hydraulic structure is a normal phenomenon. The mayor stated that this year's flood was the first and serious test of the dam's strength.

On the fact of a dam break in Orsk, investigators opened criminal cases under articles of the Criminal Code of the Russian Federation “violation of safety rules during construction and other work” and “negligence”. The regional prosecutor's office stated that the dam breakthrough occurred due to the fact that the authorized bodies did not take timely measures to maintain the hydraulic structure in proper technical condition.
