70% of real estate services in Russia are in the shadow zone of the market. The vast majority of realtors do not register their income anywhere, are not employed, and do not pay taxes. These statistics are provided by the First Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services Vladimir Koshelev, the author of the bill on regulating the activities of realtors.

— The number of victims of “black realtors” in Russia is consistently high; every year 7-8 thousand people are deceived. The penetration rate of real estate services in the real estate market, that is, the share of real estate transactions with the participation of realtors, is 81%, says the deputy. — But there is another component of the problem. I am sure that many have seen negative reviews from people about realtors. They are often referred to as outright scammers. But we understand that in reality this is not always the case. A real estate market specialist is a serious, responsible and necessary profession for people. But any profession must have its own qualification requirements, performance standards, rules and restrictions.

— In my opinion, the main provision should be to make mandatory the certification of individuals in order to allow them to work. Realtors must be certified; it is necessary to specify the list of services that they have the right to provide. Professional standards and a system for monitoring their implementation should be created. Without such a description, it is impossible to monitor and evaluate the performance of the work. The control and supervisory authority on the part of the state should be Rosreestr.

— It is necessary to clearly define what documents realtors have the right to request, as well as under what conditions to communicate with registration and notary authorities on behalf of the client. In my opinion, it is necessary to introduce a mechanism for insuring the liability of realtors as part of real estate transactions. If it turns out that the contract contained false information, for which the realtor took money to verify, or the conditions in the apartment or house do not correspond to those stated, the losses for the client must be compensated, and the negligent “specialist” must be compensated. must bear personal responsibility up to and including deprivation of the right to engage in such activities. At the same time, realtors should automatically act as co-defendants in litigation regarding real estate transactions in which they were involved.

— There was and is a huge gap in regulation that needs to be addressed. Obviously, you can’t just leave the situation like that; it won’t resolve on its own. Either we, together, relying on the position of the professional community, will finally bring order to the activities of realtors, or the process of degradation of the profession and loss of trust in it in society will continue.

The lack of legal mechanisms for real estate activities is costing the state and citizens expensive. 5.5 billion rubles is the total level of damage caused to Russians over the past five years. And budget expenses for the investigation, consideration and execution of punishment in the form of imprisonment of criminals in cases of fraud in the real estate sector amount to about 1.8 billion rubles, the interlocutor of MK cites statistics.
