The Social Fund of Russia has expanded the list of non-declaration and proactive services

The Social Fund of Russia is the largest social support structure for the population in the country. Today, the department is successfully following the digitalization trend, developing online services and expanding non-declaration and proactive payment formats.

In some cases, the services provided by the Foundation do not require any action from citizens at all. A proactive procedure means that people do not need to apply for benefits and other types of government support on their own; they just need to decide whether they need it or not. Next, the Social Fund itself assigns the payments due in a given situation. Information about life situations in which citizens need support is received by the Social Fund through a system of interdepartmental interaction.

“A proactive person is one who acts proactively, prevents a problem, and does not fight its consequences. These qualities can be transferred to the principles of work of the Social Fund,” said the head of the SFR, Sergei Chirkov, in one of his speeches. “We don’t wait for a person to collect documents from various authorities and bring them to the fund to formalize support measures. We ourselves go to people with news about what benefits they can apply for or have already received. If the service is proactive, the person receives a notification that they are eligible for this support measure and decides whether they want to apply for it.”

Among the list of proactive services there are non-declaration ones, when all actions on the part of the Fund are carried out without the participation of the citizen at all. The first of these options was the registration of SNILS. Starting from 2019, an individual personal account insurance number (SNILS) is automatically assigned to newborn children in our country. Next, the issuance of certificates for maternity capital, the calculation of disability pensions, federal social supplements, monthly cash payments to disabled people and Heroes of the Russian Federation, Heroes of Labor of the Russian Federation moved into a proactive format. As well as the appointment of special social payments to medical workers.

“The doctors themselves do not need to do anything at all to process the payment. It is appointed without a request based on information sent by medical institutions to the Social Fund. At the same time, the Fund, together with the Ministry of Digital Development of Russia, informs medical workers about all the intermediate statuses of payment processing on the Unified Portal of State Services,” said Sergey Chirkov.

As the department explains, the provision of services without notification occurs in the event of certain events. At the birth of a child, the baby is registered with SNILS without applications, and the family receives maternity capital. When disability occurs and it is officially established, the person receives all the required payments. And after the electronic certificate of incapacity for work is closed by the medical institution, the Social Fund pays sick leave to the employee.

The Foundation has also done a lot of work to translate the assignment of old-age insurance pensions to citizens into a convenient format. Since last year, such pensions have also been issued proactively. A person just needs to submit an application on the government services portal, then check all the data and agree to the pension. Within three hours you receive a notification that your pension has been assigned. As the Social Fund clarifies, for this three criteria must be met: reaching retirement age, having at least 15 years of insurance experience and an individual pension coefficient of at least 28.2.

“We have outlined our mission as caring for the well-being of every person, ensuring simplicity and convenience of receiving social support measures based on modern technologies. At the same time, the Social Fund has taken a course towards simplifying the procedure for all payments,” noted Sergei Chirkov.

It is important that detailed information about accrued payments and all necessary documents, such as a certificate for maternity capital or SNILS, become available to citizens in your personal account on public services.

In addition, the Social Fund informs people in advance about the support measures they can count on in the future. Thus, millions of women over 40 and men over 45 received notifications from the fund about what their pension would be. Almost a million more people received messages from the Social Fund in connection with the onset of pre-retirement age — about the benefits provided in connection with this.

Since the beginning of 2024, Russians have already received more than 3 million notifications, including that they were granted payments and benefits without notice or were provided with a certificate for maternity capital.

The Social Fund recalled that last year they began to assign monthly cash payments to veterans of a special military operation without any application. The money is awarded after the status of a combat veteran is assigned. Also, in a proactive format, demobilized SVO participants receive electronic certificates for the purchase of technical rehabilitation equipment. Certificates linked to MIR cards can be used in trade and service enterprises, as well as in online stores.

“Other support measures for participants in the special operation include additional monthly material support (DEMO) and a monthly cash payment . They are prescribed to demobilized soldiers who have become disabled as a result of military trauma. The Social Fund pays a state disability pension to volunteer military personnel who have received the status of a disabled person,” reports the official Telegram channel of the Fund.

From January 1, 2024, the Social Fund switched to the registration of social and insurance pensions in the event of the loss of a breadwinner without application. The agency assigns assistance to citizens within 5 working days after receiving data from the civil registry office about the loss of a breadwinner in a family. Also, starting from 2024, the Fund will, without application, accrue supplements to the insurance pension for length of service in the Far North. The corresponding notification about the recalculation of payments is sent to citizens in their personal account on the public services portal, or a letter can be sent by mail within three working days.

“The Fund is constantly developing to make services even more accessible and convenient for citizens. This is the introduction of digital technologies, improvement of public services, new management techniques and much more. Several pilot projects are also currently being implemented to improve the Fund’s services. If they are successful, we are going to scale these developments throughout the country,” says Chairman of the Social Fund Sergei Chirkov.
