Deputies proposed allowing working children to give their pension points to their parents

Although filial duty, even without the law, is to support their fathers and mothers

Russians who have already started working may be allowed to transfer pension points to parents who are on well-deserved retirement. So that old people can increase their insurance pension. Such a bill was submitted to the State Duma by one of the deputy factions.

Although a filial duty, even without the law, is to support one’s fathers and mothers

The explanatory note to the document states that the average old-age insurance pension, although indexed annually, does not keep pace with the rise in consumer prices, including those for food. After all, other expenses must be added to them — on utilities, clothing and shoes. All this costs a pretty penny.

In 2024, according to the Ministry of Labor, the average pension in Russia is 23,405 rubles. But all this is very conditional, since there are many regions in the country where these payments do not significantly exceed the subsistence level. And these funds are not enough for older people to meet their basic needs.

As you know, the government is wrapping up many, if not most, social initiatives from State Duma deputies for revision. Under the traditional cliché, “the source of funding is not indicated.” Let us at least remember about the indexation of pensions for working people — there were so many proposals from different factions, but none of them found support in the government.

It is possible that this bill will receive approval in the highest echelons of power. After all, it very accurately indicates the source of funding — working children. Let them support their elderly parents with earned pension points.

In general, if the mountain does not come to Magomed, then children should help their parents. According to the authors of this initiative, no more than two points for each year.

There is, however, one small nuance here. The offspring must help their elderly parents without any law. They can “throw in” so much money from the advance and paychecks so that they don’t feel like they are financially disadvantaged

Well, if working daughters and sons don’t care too much about their dads and moms, then they are unlikely to give them their pensions points.

Let us remind readers that today, in order to receive an old-age insurance pension, the minimum work experience must be 15 years or more, and the number of pension points in the account must be 28.2.

“It seems that legislators do not have a very good idea of how our pension system works,” says Alexander Safonov, a professor at the Financial University under the Government of the Russian Federation. — A working person must first provide for his own pension. He has an individual pension account with the Social Fund, where information about insurance contributions is transferred from his employer. Based on this, he is assigned pension points. With a salary at the level of the minimum wage, the minimum wage, he receives 1 point per year of work experience. As you understand, he has nothing to give to his parents.

— 50% of Russians have a median salary of 55 thousand rubles. In order to accumulate the required number of points at such a salary, you need to have approximately 40 years of work experience. And who guarantees that the transferred points will go to the parents?

Theoretically, people who earn a lot of money can share extra points. Why theoretically? According to the law, here, as throughout the world, there is a cut-off bar. After which, no matter how much money he earns, he simply does not receive pension points. They don't form. Otherwise, all our pension money would go to the rich — businessmen, top managers of large companies and others.

— Lawmakers are looking for a problem where there is none. The issue has long been resolved. Points cannot be transferred, but redemption is allowed. Not only children, but also relatives can do this for their parents. It doesn't matter who pays at all. You enter into an agreement with the Social Fund and pay for the purchase. This year, one pension point costs 50,758 rubles.

However, this procedure makes no economic sense. It is much easier and without any accounting to simply give money to parents so that they can make the necessary purchases. .

But this is already a matter of raising your children, what is called family and school..
