MOSCOW, May 3. The Ministry of Digital Development of the Russian Federation proposed to fine operators from 1 million rubles to 2 million rubles for violating the provision of mobile communication services to foreigners, the corresponding bill is posted on the project portal regulatory legal acts.
“The bill provides for the addition of Article 13.29 of the Code of Administrative Offenses, Part 6, which introduces administrative liability of telecom operators or persons acting on behalf of a telecom operator for violation of the requirements for the provision of mobile radiotelephone services by foreign citizens and stateless persons… For legal entities — from one to two million rubles,» the document says.

It is noted that for officials the fine will range from 100 to 200 thousand rubles.

Earlier, at the end of April, the ministry proposed obliging foreigners to submit biometrics to purchase a SIM card, limiting the maximum number of cell numbers registered per foreigner to ten, and it would be possible to renew existing contracts until March 1, 2025 .
The Ministry clarified that foreigners will be able to conclude an agreement for communication services only after registering in the Unified Biometric System (SBS). It will be possible to buy a SIM card only in official communication stores or points of sale, and it will not be possible to conclude an agreement online. The contract will also indicate the IMEI identification code of the device into which the SIM card will be installed. Operators will disable communication if the SIM card is used on other devices.
The agency also reported that according to the bill, on State Services, Russians will be able to see information about all the numbers that are registered with their passport data. A notification about this will be sent via SMS and to the subscriber’s personal account. All information will be displayed in the citizen’s account on the portal, and numbers that he did not register or do not actually use can be disabled.
