The court in Surgut refused to initiate a case due to the beating by police of a participant in laying flowers in memory of Navalny

The Surgut City Court of the Khanty-Mansiysk Autonomous Okrug — Ugra returned to human rights activists a complaint against investigators who are not investigating the beating of Surgut resident Alexander Zaika by police. The Public Verdict Foundation reports this.

The court's response states that “the applicant did not specify the officials” of the regional Investigative Committee, “who did not take measures to conduct a procedural check.” Human rights activists call this formulation “absurd.”

“The court required us to indicate a specific employee who did NOT consider the application, and since no one considered the application, the court, it turns out, requires us to indicate the full name of no one,” said lawyer Yakov Iontsev, who is helping Zaika.

February 17 — the day after the FSIN announced the death of Alexei Navalny — Zaika came to the monument to the victims of political repression in Surgut, where he was detained.

The “Public Verdict” claims that Zaika was taken to the police station, his phone was taken away and he was beaten. According to human rights activists, after this he was diagnosed with fractures of two ribs and the spinous processes of two cervical vertebrae.

On February 29, the man filed a crime report with the Investigative Committee, but it was not considered. Almost a month later, the prosecutor’s office responded to the Public Verdict’s complaint that the department demanded that the Investigative Committee eliminate the violations. Investigators registered Zaika's statement only after a repeated complaint, but have not yet examined it.
