MOSCOW, May 8. The Moscow City Duma adopted a resolution on early termination of powers of foreign agent deputy Yevgeny Stupin*, such a decision was made at a plenary session of parliament on Wednesday.
On Saturday, April 27, a draft resolution on the early termination of Stupin’s powers was submitted to the Moscow City Duma. The Moscow City Duma Commission on Legislation, Regulations, Rules and Procedures recommended the adoption of a corresponding resolution.
As the head of the Moscow City Duma Commission on Legislation, Regulations, Rules and Procedures, editor of the draft resolution Alexander Semennikov said during the meeting, if a deputy of the legislative body of a constituent entity of the Russian Federation is absent without good reason from all meetings for 6 months in a row, his powers are terminated early.
“This norm is imperative, this norm is binding, and, accordingly, if such a basis arises, then the deputies, in this case the Moscow City Duma, must consider the issue of urgent termination of powers… From September 27, 2023 to April 17, 2024, 10 meetings of the Moscow City Council were held Duma, colleague Stupin* was absent from all these meetings,” Semennikov said.
He noted that in 7 cases out of 10 Stupin* filed applications to recognize the reason for his absence at the meeting as valid. “In all cases, this issue, as required by the regulations, was put to a vote by the presiding officer, and in all 7 cases the deputies decided that the reason for absence was not valid,” Semennikov added.
Earlier, Stupin* reported that at the end of September 2023 he went on a long-term business trip abroad, but plans to take part in the work of the Duma remotely. After the draft resolution on the termination of his powers was submitted, Stupin* told the agency that he did not agree with this decision, since he tried to participate in the meetings.
