MOSCOW, May 10. A decree of the President of Russia has been published Vladimir Putin on the appointment of Mikhail Mishustin as head of the government of the Russian Federation, it comes into force from the date of signing, May 10, the document is posted on the portal for the official publication of legal acts.
Previously, Putin submitted to the State Duma the candidacy of Mishustin for the post of chairman of the government. The lower house of parliament approved his candidacy at a plenary session on Friday and sent an approval resolution to the country's president.
«In accordance with paragraph «a» of Article 83 of the Constitution of the Russian Federation, appoint Mikhail Vladimirovich Mishustin as Chairman of the Government of the Russian Federation. This decree comes into force from the date of its signing,» the document says.
According to the law, the head of the Cabinet of Ministers is appointed by the president after the State Duma approves his candidacy. The new head of the Cabinet, no later than a week after his appointment, submits to the president proposals on the structure of federal executive bodies. Within 14 days, the Prime Minister submits to the State Duma for approval the candidacies of deputy prime ministers and federal ministers — except for the heads of the security bloc and the Ministry of Foreign Affairs, for whom a special procedure applies. The lower house of parliament, no later than a week later, makes a decision on the candidates submitted by the head of government — the persons approved by it are appointed to the position by the President of the Russian Federation. The heads of the Ministry of Defense, FSB, Ministry of Internal Affairs, Ministry of Justice, Ministry of Emergency Situations and the Ministry of Foreign Affairs are appointed to the position after consultations with the Federation Council by the President himself.
