
MOSCOW, May 10. Mikhail Mishustin made a report at a meeting of the State Duma, where his candidacy for the post of head of government was considered. Read about the main tasks facing the new Cabinet of Ministers.
“I consider the President’s message to the Federal Assembly to be the basis for the government’s work in the next six years. These are the key priorities and a large-scale program of socio-economic development, which you and I, dear deputies, will have to implement in cooperation with the Federation Council, the Bank of Russia, regional leaders and development institutions, with public organizations that are ready to engage in creative activities for the benefit of the country and our citizens,” he said.
Mishustin listed six areas in which work will be carried out:
- strengthening the economy;
- ensuring technological sovereignty;
- digital transformation;
- nation conservation and support for families with children;
- increasing the well-being of citizens;

- balanced development of regions and infrastructure.
Strengthening the economy
According to Mishustin, it is necessary to deploy a new model of economic growth. To do this, we need to act by further shaping the supply economy and creating conditions for the opening of new enterprises.
It is also necessary to increase the volume of industrial production by tens of percent, increase the volume of non-resource, non-energy exports by at least two-thirds goods, and supplies of agricultural products — one and a half times.
At the same time, the government in no way intends to limit the opportunities for domestic companies to operate in foreign markets. The main emphasis is planned to be on creating favorable conditions for interaction with friendly countries. There will be no restrictions for those foreign entrepreneurs who want to continue working in Russia.
Ensuring technological sovereignty
Now the government is pumping out the formation of projects for technological sovereignty. Preliminarily there will be nine of them in such areas as:
- radio electronics;
- machine tool industry;
- medical equipment and technology;
- low-tonnage chemistry;
- unmanned aircraft systems;
- space;
- atom;
- new energy technologies;
- food security.
Thanks to such projects, the share of domestic high-tech goods and services created on the basis of our own development lines will increase by one and a half times in six years.
Digital transformation
The presence of our own electronic platforms in key sectors and government, modern domestic telecommunications infrastructure are mandatory conditions for achieving breakthrough results and ensuring the country's security.
- The government will focus on a new national project to create a data economy.
- Investment in Russian IT solutions will continue to increase — at a level at least twice as high as economic growth.
- An integrated approach will be developed to stimulate the production and implementation of advanced developments, which will cover all stages: from training and research to the production and testing of pilot samples.
Nation saving
The government will launch a new national project “Family”, which will preserve the most popular existing mechanisms.
- The maternity capital program will be extended until the end of the decade.
- The principles of social treasury will be introduced. They imply that state assistance should be provided automatically or on the basis of only one application.
- The family mortgage program will be extended for another six years.
- The government, together with the regions, will strengthen the modernization of preschool and general education institutions. In settlements where there is still a shortage of places, construction will continue.
- Primary health care will be completely modernized.

Boost welfare
The government will strengthen the targeting of all measures to support citizens, the main tool will be employment development and wage growth.
- ️It is necessary to form a new model of remuneration for public sector employees: doctors, teachers, doctors should receive a decent salary.
- The benchmark numbers for admission to universities will be revised to ensure that graduates meet the requirements of companies, regions and the economy as a whole.
- It is necessary to train a million specialists in blue-collar professions.
- To improve the quality of education at all levels of education, the implementation of the Priority 2030 program, advanced engineering schools, and the creation of modern campuses will continue.

Balanced development of regions and infrastructure
The government will help the regions launch reliable tools to improve the quality of life of citizens.
- The mechanism of individual development programs for regions with a low level of socio-economic development will be extended for six years.
- Comprehensive development programs will be formed for two thousand settlements, and for more than 200 large and small cities will develop master plans.
- The volume of infrastructure budget loans will grow annually by at least 250 billion rubles.
- The regions will have two-thirds of their federal loan debt written off. The saved funds should be used for further development.
- A program for the modernization of housing and communal services has been prepared for a total amount of 4.5 trillion rubles. This will improve the quality of services for 40 million Russians.
- Road repair and construction work will continue, and at least 75 airports will be renovated in the regions.
- The government will pay special attention to the integration of new regions and improving their socio-economic development.
The most important task remains to support SBO participants and their families. Military personnel will continue to be provided with everything necessary — equipment, weapons, protective equipment, medical equipment, equipment, and promptly provide them with the required benefits.
