MOSCOW, May 14.Rosfinmonitoring proposed to include the National Payment Card System (NSCP) in the scope of regulation of anti-money laundering legislation to obtain data on transactions in the Fast Payment System (FPS) and on Mir cards: this will reduce the burden on banks, since individual transactions are administered by the NSPK, which is currently time does not interact with the service, the department reported.
“»To perform its functions, Rosfinmonitoring interacts with various subjects of the anti-money laundering system. Such interaction includes, among other things, sending requests by Rosfinmonitoring in order to establish information about clients and the transactions they carry out and receiving the requested information,» the message says.

“Currently, given the share of the banking sector in the Russian financial system, most of the requests are sent to credit organizations. At the same time, certain banking operations, including those related to the use of the Mir or SBP system, are administered by NSPK. This operator is currently moment does not interact with Rosfinmonitoring, since it is not one of the subjects of the national AML/CFT/PWF (anti-money laundering — ed.) system,” the service said.

As the department noted, this is “about including this operator in the scope of regulation of anti-money laundering legislation in order to provide the service with the opportunity to send him requests and receive the requested information.”
Implementation of this proposal will require amendments, in agreement with the Bank of Russia, to Law No. 115-FZ “On combating the legalization (laundering) of proceeds from crime and the financing of terrorism,” Rosfinmonitoring clarified.
