
MOSCOW, May 13. A group of deputies and senators submitted to the State Duma a bill aimed at strengthening state control over the production and circulation of alcohol-containing non-food products, follows from the database data from the lower house of parliament.
Thus, the document provides for mandatory labeling of alcohol-containing non-food products with an ethyl alcohol content of more than 10% of the volume of finished products in accordance with the list and procedure established by the government of the Russian Federation. 
And organizations engaged in the production and circulation of alcohol-containing non-food products, as well as individual entrepreneurs purchasing and retailing them, will be required to provide information on the volume of their production and turnover to the state information system, in accordance with the rules approved by the Cabinet of Ministers. At the same time, according to the explanatory note, the current obligation “to formally declare the volume of retail sales of alcohol-containing non-food products” is excluded.
In addition, a ban is established on the purchase (except for import), as well as on the supply (except for export) of alcohol-containing non-food products with an ethyl alcohol content of more than 28% of the volume of finished products at prices lower than the corresponding purchase (supply) prices of alcoholic products of similar strength. Currently, a similar ban applies to the retail sale of alcohol-containing non-food products.
And in relation to separate divisions of organizations, the bill introduces a restriction on combining activities for the production of alcohol-containing non-food products with activities for the production of alcoholic products.
«The totality of the proposed legislative measures will eliminate the possibility of abuse associated with the production and circulation of alcohol-containing non-food products, and will not affect the retail prices of alcohol-containing non-food products in public circulation used for cosmetic and household purposes,» the developers believe .
