In September last year, new legislative norms began to take effect, aimed at whitewashing the taxi market and increasing transportation safety. And today we see that everything did not go as smoothly as we wanted. Clearly, the new law led to a series of problems that affected the wallets of taxi passengers. The Public Council for Taxi Development emphasizes that there are no prerequisites for reducing or restraining price increases; the taxi fleet is rapidly aging. Social activists call for dialogue between both government and business.
Today, carriers face the serious task of survival, overcoming existing barriers, and maintaining the availability of taxis for citizens. The Public Council for Taxi Development proposes to intensify the efforts of all stakeholders, including automakers, regulatory and government bodies, to develop and implement measures to improve the situation in the taxi industry. From 30 to 31 May 2024 the XI annual conference “Modern Taxi”, at which it is planned to discuss and propose solutions to the identified problems.
It is expected that more than 700 participants will join the event: representatives of federal departments and the taxi business, leading industry experts, taxi ordering services, regional executive authorities from all over Russia. The main topics of discussion will be problems that directly affect the cost of transportation: control of taxis in the regions, updating the aging taxi fleet, insurance, platform employment and protecting the interests of drivers.
New rules — new problems
After the introduction of new rules, new problems were added to the old ones both for government agencies and for carriers. The cost of compulsory motor liability insurance continues to rise. As prices for new cars increase, their quality decreases and costs for auto parts increase. Many carriers are forced to operate older vehicles longer, which increases the risk of accidents and reduces the level of comfort.
In almost all regions of the country there is a lack of infrastructure for pre-trip inspections. Disagreements in the application of new legislative norms by government bodies cause negativity and mistrust on the part of entrepreneurs. As a consequence of the growing number of problems, a personnel shortage has arisen among taxi drivers.
New legislative initiatives on additional OSGOP insurance and localization of taxi cars are serious prerequisites for rising prices for transportation, causing concern in the industry. At the same time, economic pressure on the industry occurs against the backdrop of a complete lack of targeted government support for taxi companies.
