
MOSCOW, May 23. The position of the Duma factions on improving the tax system of the Russian Federation was presented by their representatives on Thursday at parliamentary hearings in the State Duma.
“Now it all comes down to a simple formula: the rich should pay more. This is fair, but the main question is who is the rich,” said Alexander Demin, head of the SME Committee, speaking from the New People faction and speaking about personal income tax. The faction, according to him, proposes not to raise taxes for everyone who earns up to 5 million rubles a year, and if we talk about a progressive tax scale, then it should work not only in the direction of increase, but also in the direction of decrease, and citizens with low should pay less with income.
“In the G20 countries we are the only ones who have a flat taxation system; in the G7 countries there is no less than 52% maximum threshold,” noted first deputy leader of the Communist Party faction Nikolai Kolomeytsev. The faction, according to him, stands for a multi-level personal income tax scale. “We offered different ones – up to 28%, and up to 35%, and up to 45%,” he recalled. But in any case, those who receive only the minimum wage should not pay this tax, the communist emphasized.
“All citizens must pay taxes, but for those who earn less than 30 thousand rubles a month, it is necessary to leave all the money earned by their parents in the family wallet. And provide for additional tax deductions, for example, for housing and communal services,” said the deputy chairman of the LDPR faction. The faction «A Just Russia — For Truth» (SRZP) proposes to reduce VAT from 20% to 15%, said its leader Sergei Mironov, recalling that, based on world practice, a reduction in this tax by 1% leads to an increase in GDP by 1% as well. . “This year the tax maneuver in the oil industry ends, and we believe that this maneuver should be canceled once and for all and forgotten completely,” he added. Mironov also does not understand why coal and oil and gas companies, as well as a bank, were excluded from the excess profit tax. The head of the SRZP, also drawing attention to the growth of bookmakers’ income, suggested “dispossessing them a little.”
And “New People” believe that when improving tax legislation, a mechanism is needed to account for all direct and indirect investments in technology startups, social and charitable projects over the past 10 years. “For responsible business, taxes should be established taking into account industry specifics and the beginnings of this already exist, for example, we have zeroed out VAT for the tourism sector. And for those who earned here and spent abroad, on the contrary, it should be increased more strongly, this is justice,” — Demin noted. And for a number of strategic industries (IT, artificial intelligence, robotization, education, medicine) there is no need to raise taxes, but, on the contrary, to make them more attractive for investment, he believes.
