The State Duma proposed increasing personal income tax only for the rich

MOSCOW, May 24. Personal income tax for people earning less than 5 million rubles a year should not be increased, but should be left at 13%, the vice speaker said State Duma from «New People» Vladislav Davankov.
“The rich are always the last to become poor. And the rest are required to have more children, pay more on the mortgage, and now give more to the state. This is clearly too much. Personal income tax for those who earn less than 5 million a year should be left the same,” he wrote Davankov in his Telegram channel.

He also noted that taxes should not be raised on doctors and teachers. And also for families with more than one child, because Russia is working to improve the demographic situation.

«And if we need progress, then the tax system should stimulate it, and not stifle it. Therefore, we will insist that in all strategically important sectors from IT and education to science and medicine, tax rates have remained the same. These areas should become truly attractive for investment,” the parliamentarian added.
Taxes need to be increased for those who for a long time simply “pumped money” out of Russia, including by acquiring foreign assets, Davankov concluded.

The head of the Russian Ministry of Finance, Anton Siluanov, noted at the end of April that the work to improve the tax system will be based on a more equitable distribution of the tax burden — towards those with higher personal or corporate incomes, as well as the fight against so-called tax loopholes. Also, the guidelines for tax innovations, according to him, will be ensuring a balanced budget and creating additional incentives for investment in key sectors of the economy.
In May, the minister clarified that the progressive scale of personal income tax will not affect the majority of Russians, only citizens with high incomes. And in terms of business taxation, changes should not affect 95% of small enterprises, Siluanov said.
