MOSCOW, June 12Russia is about to make a strategic breakthrough, as a result of which it will finally strengthen itself among the world leaders in technological and social progress, Federation Council Speaker Valentina Matvienko said in her blog on the Federation Council website on Russia Day.
«We have a new round of development ahead. The president defined its goals and objectives in his message to the Federal Assembly, the Decree on the national development goals of the Russian Federation for the period until 2030 and for the future until 2036, and his speech at the St. Petersburg International Economic Forum,» — wrote the speaker. 
According to the senator, society is presented with a clear, concrete, visible image of the future of the country, which meets high modern standards of quality of life, the needs of Russian citizens, and the values of Russian civilization. “If you think about it, we have to make a strategic breakthrough, as a result of which our Fatherland will finally strengthen itself among the world leaders in technological, economic, and social progress,” the politician noted.
Matvienko emphasized that the newly formed Russian government, regional authorities, and business have begun implementing a large-scale presidential program. “It is already clear that this work requires the adoption of new legal regulations. Our chamber has begun preparing them,” the speaker wrote.
“I believe that the main thing now is the quality of state and corporate governance. I think it is high. The existing system of decision-making and implementation in our country is one of the most effective. But at the same time, it is obvious that there is a mature demand in society to update those layers of it that “People want the Russian elite to have more young people, promising, proactive, the flesh of the people, more patriots who are ready to devote themselves to serving Russia, so that mechanisms will appear to ensure that the elite is replenished with just such citizens,” the legislator noted.
The president’s response to this request has already followed — to create conditions for the appearance in government bodies of participants in a special military operation — reliable, proven people who have proven their loyalty by deeds, the speaker wrote.
