At the same time, Russian taekwondo athletes were not allowed to participate in the Olympics. In a statement, the IOC noted that the Russians won two men's and two women's Olympic quotas in this sport, but the committee did not recognize a single Russian taekwondo athlete as eligible to participate in the Olympics and, accordingly, did not send anyone an invitation to compete.

The International Olympic Committee allowed Russians to participate in the Games in an individual neutral status, subject to a number of criteria. At the same time, they will not be allowed to participate in the parade of athletes at the opening ceremony, and the awards will not be displayed in the medal table.
A special flag and anthem were approved for neutral athletes, and they promised to disqualify them for demonstrating national symbols. Due to restrictions on participation in qualifying competitions, no more than 55 Russians will be able to qualify for the Games.
President Vladimir Putin said that “international officials are distorting the meaning of the Olympic movement and undermining the foundations of international sport.”
