MOSCOW, June 19 The State Duma adopted in the first reading a bill introduced by the government to change the main parameters of the federal budget for 2024, increasing planned expenses.
Total expenditures increase by 521.972 billion rubles, to 37.182 trillion rubles (19.4% of GDP), while revenues decrease by 2.77 billion rubles, to 35.062 trillion rubles (18.3% of GDP).

Thus, the budget deficit is now planned at 2.12 trillion rubles (1.1% of GDP) instead of the current 1.595 trillion rubles (0.9% of GDP).
The upper limit of domestic public debt increases to 26.68 trillion from 26.637 trillion rubles, and the external one decreases to 63 billion dollars (or 56.7 billion euros) from 64 billion dollars (or 57.6 billion euros).
Projected volume NWF funds at the end of 2024 will increase by 319.7 billion rubles, to 11.51 trillion rubles (six percent of GDP).
It is proposed to approve the new budget characteristics based on the updated forecast for GDP and inflation, which will increase respectively to 191.437 trillion rubles (from 179.956 trillion) and to 5.1% (from 4.5%). 
The increase in budget expenditures is associated, in particular, with the execution of the President's message to the Federal Assembly in the amount of 159.169 billion rubles and individual instructions of the head of state and the chairman of the government in the amount of 179.297 billion rubles.
As Duma Speaker Vyacheslav Volodin noted, additional money, among other things, is allocated to pay mortgages to large families, extend the Family Mortgage program, increase monthly payments for classroom management, as well as to support regions, indexation of pensions and scholarships, and payments to veterans.
“The Russian economy is growing. We ended last year with GDP growth of 3.6%, while the entire eurozone was 0.5%,” emphasized the chairman of the chamber.
In the open part of the budget, the largest increase in spending is provided for in the following sections: national issues — by 221.6 billion rubles, housing and communal services — by 114.2 billion, the national economy — by 92.1 billion, education — by 43.2 billion.
